@FishTank My take is that "Hell" in this instance is like a hotel/apartment complex with infinite capacity and each "guest"/resident has their own room/apartment (with some sharing a room/apartment).
For what it's worth, I don't see anything wrong with the article itself that would merit deletion. It's consistent with the style guide for location articles and its subject is a significant part of the series. That there's no one Hell doesn't seem to me to be a valid reason to delete the article (and, indeed, my point above makes an attempt to address that).
